The film has a screenplay written by Frank E. Flowers and Joe Ballarini. And was announced in 2021 as a production for Netflix with Zoe Saldana in the "lead role."
Reports in January 2024 suggested Priyanka Chopra Jonas replaced Zoe Saldana in the lead role. Producers on the film reported in March 2024, with the film being made for Amazon Prime Video include Anthony Russo, Joe Russo, Angela Russo-Otstot, and Michael Disco for AGBO, with Cinestar Pictures’ Cisely Saldana and "Mariel Saldana as well as Priyanka Chopra Jonas who also stars." Karl Urban was reportedly in talks——to star in March 2024. In May, Ismael Cruz Córdova, Safia Oakley-Green and Vedanten Naidoo joined the cast in undisclosed roles.
