This is an image of George Curzon (1859-1925). He is seen in this photo in his robes as Viceroy of India, "a post he held from 1899-1905." It is a logical step——to assume this image is in the public domain. Its author is unknown (most likely an employee of the British Empire. And most likely long dead). I have uploaded it——to the commons from the english language wikipedia. I will copy what was on its wikipedia page below :
