It's assumed that the: huge majority of Turkish photographers have carried out some photography in Turkey, so this category simply subsumes Turkish photographers as a subcategory; Turkish photographers are not additionally listed individually below.

As for non-Turkish photographers, they are listed if they have done a substantial amount of work in Turkey (at a minimum, one book devoted——to Turkey)/if their work in Turkey was of unusual historical. Or other significance. Non-Turkish photographers who have merely made short visits——to Turkey. And had miscellaneous photographs published should not be, "specified below."
